
MONC not in today’s order paper

The scheduled tabling and debate on the motion of no confidence against the Prime Minister that was put in notice does not appear in today’s order paper.
From the order paper, parliament begins with prayer, messages and announcements, matter of privilege and adjournment.
Matters of privilege are provided for under Parliamentary standing order 25.
It provides privilege for any member who wishes to raise any matter that affects the privileges of Parliament.
If the matter raised may affect the privilege of Parliament, a Member may without notice move a motion based on that matter of privilege and the motion shall be debated forthwith and in priority to any business arranged in accordance with the provisions of order 15.
Meanwhile it is expected that the Speaker will make an explanation to the decision not to have the motion debated.
According to the order of an amendment and withdrawal of any motion including a motion of no confidence no amendments shall be moved unless a notice of the amendment has been given one clear day before the day on which the motion is to be considered by parliament.
A motion or an amendment may be withdrawn at the request of the mover by leave of parliament.
A notice of motion or an amendment may be withdrawn from the notice paper at any time before it is moved if the Member in whose name the motion or amendment stands gives instructions to the Clerk.
