
PM admits need to review PS performance

Prime Minister Jeremiah Manele admits the need to review the performance of a number of permanent secretaries.
Prime Minister Manele told parliament that permanent secretaries play an important role in implementing government policies.
He explained reviewing their contracts will make sure permanent secretaries perform as required.
“They play a critical role in implementing government policy and programs.
“ We will also review their contracts to ensure there are performance indicators and targets they are expected to achieve.
“A call has been made for Ministers and Permanent Secretaries to work very closely to implement government policies and programs, and that’s a very important call that I fully endorse,” Manele said.
The Prime Minister also reminded his Cabinet Ministers to provide clear leadership within their ministries.
“I have reminded my Ministers on a number of occasions in Cabinet to take the lead, give direction, and set the tone in their respective ministries, so that Permanent Secretaries, Under Secretaries, and Directors are clear when it comes to implementing government policies and programs.
“That means Ministers must show up at work, be in the office, and be on time.”
He also acknowledged the valuable role Permanent Secretaries play in the administration, while signaling upcoming performance reviews.
“These are important reminders, and we appreciate them. We are also going to review a number of Permanent Secretaries in terms of their performance.
Meanwhile, Deputy Prime Minister, Frederick Kologeto, called on ministers to perform and deliver government programs.
He urged the ministers to use the current period when parliament is adjourned to carry out their duties effectively.
“I would like to encourage the Ministers and Permanent Heads of Departments to do more work, as others have already contributed.
“Make sure you do more projects. It’s not good when only 50 percent is implemented. So I encourage the Ministers to go out and participate in these meetings.”
Mr. Kologeto urged both Ministers and Permanent Secretaries to engage more actively with their teams.
“I encourage the Ministers and Permanent Secretary to sit down with their officers and continue with the work they are implementing.”
