
GG calls for increased work performance in gov’t institutions to match $1billion investment in payroll

Delivering his Speech from the Throne this morning in parliament, the Governor General Sir David Kapu calls for increased work performance within government institutions.
Sir David’s call comes as he outlined key policies of the Government for National Unity and Transformation (GNUT) in place that require effective implementation.
He said the government is committed to implement policies that allow people to participate actively in the national economy.
He explained that the government formulates policies, however, it is the public service, government institutions and state owned enterprises that must translate these policies into results.
“Permanent Secretaries as the administrative heads of the ministries must lead with diligence. They are responsible not only for managing policy implementation, but also for ensuring staff performance.”
“There is no room for complacency or incompetency within our public institutions. We expect public servants to fully understand and execute government policies.
“The public payroll now exceeds 1 billion dollars. This significant investment must be matched by the increase in productivity, accountability and delivery across the public sector,” he said.
The Governor General said there are many qualified graduates without employment, saying where performance failed, there are capable citizens who are ready to serve.
He warned public servants must put a stop to the practice of transferring incompetent staff to other ministries.
“Ministers must work closely with permanent secretaries to ensure GNUT policies and cabinet directives are implemented with urgency and integrity.”
“Any obstacles that impede the urgent implementation of government policies must be removed.”
Meanwhile the Head of State is confident that the new Public Service Bill which will be tabled in parliament will strengthen institutional discipline.
