Constituent Assembly Sitting Bill 2024 Goes through Second Reading

The Constitution (Amendment) Constituent Assembly Sitting Bill 2014 went through its second reading this morning in Parliament.
The bill aims to amend the Constitution Amendment Act of 2023 by increasing the number of assembly members from 80 to 100, thereby expanding representation across various demographics.
Introducing the bill in Parliament today, Prime Minister Jeremiah Manele explains that the bill seeks to amend the provision on the date for the convening of the Constituent Assembly from 31st December 2024 to 31st December 2026.
He highlighted that the Constitution Amendment, Constituent Assembly Act 2023 remains a continuous standing commitment of the Government of National Unity and Transformation (GNUT).
In December 2023, Parliament successfully passed the Constitution Amendment, Constituent Assembly Act 2023. Section 7 of the act requires the Constituent Assembly to meet before the 31st of December 2024.
Manele said amending the date is necessary to allow more time for the preparation of all the processes required before the Constituent Assembly sits.
He expressed that the additional two years would provide ample time for consultations with stakeholders and logistical arrangements for the assembly.
“This extension will ensure that the Constituent Assembly can convene with a comprehensive understanding of the issues at hand and with all necessary resources in place, ultimately contributing to a more inclusive and successful assembly process that truly represents the values and aspirations of our nation.”
He mentioned that the proposed increase from 80 to 100 aims to embrace inclusivity and fair representation of all key stakeholders.
“This is not only vital for logistical preparations but also reflects a commitment to our democratic principles. Expanding the membership would allow for a more diverse range of perspectives to be heard and considered in decision-making processes,” he said.
In the Constituent Amendment Act 2023, the Constituent Assembly comprises 80 members: 50 members of parliament, 10 members representing provincial premiers and the mayor of the Honiara City Council, 10 officials representing the provincial government and HCC, and 10 representing the churches, private sector, youth, civil society organizations, women’s organizations, and trade unions.
