Government officials validate revised NDS performance framework

The Ministry of National Planning and Development Coordination (MNPDC) recently hosted a National Development Strategy (NDS) 2016-2035 Performance Framework Validation meeting in Honiara to review, refine and endorse the updated National Monitoring Framework that will guide how Solomon Islands measures its development progress over the next decade.

Senior officials and technical officers from across government ministries and agencies attended the one-day meeting held at the Heritage Park Hotel in Honiara.

MNPDC Permanent Secretary, Mr. Brian Lenga, officially opened the meeting, describing it as the MNPDC’s most important technical meeting for 2025.

Mr. Lenga said the meeting is important because decisions made at the meeting shapes how the government measure and report national development progress in the coming years.

The revision of the NDS performance framework follows the Monitoring and Evaluation Systems Analysis (MESA), which identified major gaps in the current system including indicators without clear targets, outdated baseline values and unclear institutional responsibilities. MESA recommended the creation of a stronger and more measurable framework that government ministries can reliably use.

To address this gap, MNPDC worked closely with government ministries, including the Ministry of Finance and Treasury (MoFT) and key government agencies, to review data sources, confirm baselines, refine indicators and clarify institutional roles. The result of the undertaking was the formulation of the revised performance framework that was presented at the meeting for validation.

The final framework, once endorsed after the meeting, will guide planning, budgeting and reporting processes across government.

Mr. Lenga said the outcomes of the review will enable Government to make better-informed decisions, manage resources more effectively and report development progress with greater accuracy.

“Clearer indicators and reliable baselines will help ministries identify what is working and where improvements are needed,” the Permanent Secretary for MNPDC said.

He reiterated that the NDS 2016-2035 remains the country’s overarching long-term development guide, while the NDS performance framework focuses on strengthening how progress toward national goals are measured and reported.

“We cannot improve what we do not measure,” Mr. Lenga said.

He said the validation meeting marks an important milestone in strengthening planning, monitoring and accountability in Solomon Islands.

“The updated framework will support more transparent and evidence-based development reporting in the years ahead,” Mr. Lenga added.

Strengthening this framework reflects the Government’s commitment to good governance, evidence-based reporting and improved service delivery.
