
MID New Officers Complete IPAM Training Programs
Thirty-six officers working at the Ministry of Infrastructure Development (MID) have successfully completed a one-week (21st–25th July 2025) “Learning and Development” program offered by the Institute of Public Administration and Management (IPAM) under the Ministry of Public Service.
The courses, Knowing Your Public Service (KYPS) and Code of Conduct (COC), were hosted at the ministry’s works division conference room, where each organization was invited to give a presentation and engage in class activities.
Most of the MID officers are new recruits; therefore, these trainings are important to ensure that they are well-versed with the procedures, processes, and expectations of the government and their respective ministries.
Speaking during the presentation of certificates, IPAM Director Solomon Manea emphasized that these role-based trainings complement the officers’ technical knowledge and skills in various roles and responsibilities, fostering a balanced knowledge and competence.
“To the participants, do utilize the knowledge and networks you gain to improve your work performance and your behaviour towards work,” he remarked.

Permanent Secretary of MID, Allan Lilia, congratulated the officers on completing the courses while emphasizing the ministry’s mission to create an enabling environment that grows the economy and sustains infrastructure and transport sector services.
Participant representative and government architect John Samane said the training has been insightful, providing an understanding of the various roles and functions of government institutions and agencies, as well as adherence to policies set forth by the ministry.
MID Human Resource Manager Allan Rangi stated that the ministry will continue to liaise with IPAM so officers can attend courses relevant to their profession from time to time.
He added that over the past three years, the ministry has significantly expanded its recruitment efforts, creating new positions, filling replacement posts, and enhancing capacity to support the government’s ongoing efforts to revitalize the Public Works setup.
Currently, nine MID officers are on long-term training under government and donor partner funding programs. More training opportunities will be available for interested officers, as outlined in the ministry’s plan.
