The 19th Senior Management Strategic Planning Conference for CSSI is Underway

Honiara, Solomon Islands — The Ministry of Police, National Security & Correctional Services is proud to announce the official opening of the 19th Senior Managers’ Strategic Planning Conference for the Correctional Services of Solomon Islands (CSSI).

The conference commenced on Monday in the Rove Sullivans Conference Room, with Permanent Secretary Ms. Karen Galokale delivering the keynote address.

Ms. Galokale extended warm greetings from the Honourable Minister for Police, National Security & Correctional Services and expressed deep appreciation for the dedication of CSSI’s leadership and officers in maintaining national safety, upholding the rule of law, and rehabilitating lives.

Highlighting recent achievements, Ms. Galokale praised the progress made in the first half of 2025, including:

  • Significant advancement on 28 of the 32 key activities outlined in the Business Work Plan, despite fiscal and operational challenges.
  • Over 60% of eligible inmates participating in various rehabilitation and reintegration programs.
  • Effective rapid response efforts by the Emergency Response Group supporting the Royal Solomon Islands Police Force, alongside commendable healthcare services for inmates.
  • The launch of inaugural Gender Policy information sessions, marking a positive shift towards gender integration within CSSI.

Looking ahead, the Permanent Secretary emphasized the importance of aligning the CSSI Strategic Plan 2023–2026 with national priorities. She highlighted the need to fully resource core functions, place rehabilitation at the center of operations, maximize limited resources through innovation and partnerships, and uphold discipline and accountability.

Ms. Galokale challenged conference participants to reflect honestly on past performance, think boldly about future challenges and opportunities, and pragmatically develop a draft Strategic Plan addendum and Annual Business Work Plan ready for endorsement by the end of the week.

She assured participants of the Ministry’s ongoing support in providing strategic direction, policy guidance, and advocacy to modernize the corrections system and strengthen inter-agency coordination for public safety.

Commissioner of Correctional Services of Solomon Islands, Mactus Forau, encouraged all participants to speak openly, listen respectfully, and commit themselves to practical solutions.

“As Senior Managers, you carry the responsibility of translating vision into reality. Your leadership influences both the performance of your teams and the direction of our services,” he said.

Both the Permanent Secretary and the CSSI Commissioner officially declared the conference open, urging all attendees to approach their deliberations with humility, rigor, and the courage to innovate for the benefit of the country.
